Tax Overrides Fe Ex (XC01) field explanation

Hi,

I have a question about the Item Help for the Fe Ex field (Alais XC01) in the Tax Overrides screen. It says that it's the "number that specifies the exemptions an employee claims on the Fedreal W-4 tax withholding form. If you leave it blank, it uses zero." But then it says "Unless separate numbers are entered for state and local tax areas, the system uses the number of federal exemptions to calculate state and local taxes." In our experience, that has not been true. I also take that to mean that if you had records on this table for both Federal A and State Tax Type F, that if Federal A has a 2 and State has 0, then the Federal A 2 applies to State as well? But that doesn't seem to be what is happening...
