Unable to resubmit denied GSS transaction again for same action date

Hi,

One of our managers submitted a GSS termination transaction for action date (ex: 05/01/2020) but it was denied as incorrect action reason was used.

Manager went again to submit term transaction for same employee for action date with correct reason, it gives data conflict error and they are not able to submit this transaction at all.

On trace, we found it is trying to insert same keys in PS_HR_MSS_CT_STA record. I would except the eff sequence to be increased as it is same action date but it was not. It is preventing managers from entering the transaction.
