How often is patchEccFiles.pl needed to be run?

After installing and upgrading ECC as per Doc.2495053.1 we have run patchEccFiles.pl

I am wondering if one-off BUG-fix patches require patchEccFiles.pl to be run as the note states the following:

Whenever you apply an Oracle E-Business Suite patch that contains a new version of an Enterprise Command Center application, you should rerun the patchEccFiles.pl script to import the updated application.

Will the README of a BUG-fix patch state that patchEccFiles.pl is needed?

And if not,  what should we look for in a patch to decide if required?
