Why is it necessary to modify the lock files location in the httpd.conf file to map to a location on

I have recently implemented OEMCC 13.4.1 and see that in the Postinstalltion steps:  "modify the lock files location in the httpd.conf file to map to a location on a local file system" if gc_inst is installed on an NFS mount.  Since that is the case, I am curious about the purpose of the lock files and is it really necessary to remap them.  Will the OEM fail if I don't?  Has not done so, yet.  Will it slow down the OEM?  I'd like an explanation for this suggestion.
