Export Button in OTL

I am following this note:  How to Create a Self Service Timecard Template for Export? (Doc ID 216930.1)

I want to be able to export a template in Delegate Time Card Approval and then upload the current time sheet.  I can see the Upload button but what am I missing that I cannot see the Export button.  Personalizations show this rendered.
