iRecruitment  - Add Additional Text to Address in Personal Information

How to add additional text to the address fields (Country, Address Line 1, City, State, ZIP Code, County)?  When the mouse is hovered over the Address fields, it should display the name just like the Basic Details and Source Details, Will it be possible to display the name of the fields for Address when the mouse is hovered over? As address doesn't have additional text and this is the intended functionality, this is not ADA (Americans with Disabilities Act of 1990) compliance, how can we make it ADA compliance?
