Why is Audit Data Column IBY_ACCOUNT_OWNERS.EXT_BANK_ACCOUNT_ID not getting populated?

We're running EBS 12.2.7 and we have turned on the AuditTrail for Banking Details.  We want to track when/if the account owner associated with the Bank Account is changed but it seems like the Ext_Bank_Account_ID is either null or -1 in the shadow table.  Why isn't it matching this field's data in the base table?
