Why does ahf_setup fail

in AHF - Autonomous Health Framework (TFA - ORACHK) (MOSC) Question

Had a grid upgrade from 12.2.0 to 19.3.0 fail and MOS would not look at the P1 SR without ouput from tfactl. I have successfully used tfactl before, this installation, running ahf_setup as root , gave me:

AHF Data Directory stores diagnostic collections and metadata.

AHF Data Directory requires at least 5GB (Recommended 10GB) of free space.
