In-process server reporting file "cannot be opened"

I am using an in-process reporting server version 12.2.1.4 in development mode.  I added a new report to a "REPORTS_PATH" location but it returned a REP-110 error (full error below).  In an effort to see it running I put in the full path to the report and found it got the same error.  I swapped out the filename for another in the same directory and it ran successfully.  I checked the permissions were the same on both files.  I verified the report ran in Report Builder. 

Report Error

REP-110: File CHEMCON.rdf cannot be opened.

REP-1070: An error occurred while opening or saving a document.
