New simple promotion with start date immediately after end date of previous promotion does not inser

When there is a existing simple promotion with end date and a new promotion is created with start date immediately after the end date, there is no record in RFR for end date of old promotion.

Example: Promotion A is created with start date of 1st May 2020 and end date of 31st May 2020, there is an entry in RFR with "ON_SIMPLE_PROMO_IND" = 1 with action date = 01-MAY-20.  However when new Promotion B is created with start date of 01st June 2020 and end date of 15th June 2020, and is approved, there is another entry in RFR for new promotion with with "ON_SIMPLE_PROMO_IND" = 1 with action date = 01-JUN-20 and  "ON_SIMPLE_PROMO_IND" = 0 with action date = 16-JUN-20.
