Receiving error message when user clicks on fluid tile

We are converting from classic to fluid and have encountered issues when the users try to access and use the tiles.  I created navigation collections, built the tiles via Tile Wizard, and applied the tile to the home page via structure and content (Fluid Structure Content > Fluid Homepages).  When the user clicks on the tile, the following error message is received:  Please wait for the initialization to finish.  You are not authorized for this page.
