Receipt Accrual JEs out of balance

When I run the receipt accrual process in PS 9.1, the process run successfully but, the journal entries are created, they do not include a receipt accrual (RAC) line.  It everything is setup correctly, including the Accounting Entry Template.  Has anyone run into this issue?
