XLA setup - Source 'Credit Memo Application From To Flag'

Dear Members,

XLA setup -> Source -> 'Credit Memo Application From To Flag'

Can someone tell me how the flag gets populated wit the possible values - null, F and T? In other words, under what condition will the field CM_APP_FROM_TO_FLAG  have values of null, F and T.
