Working with sustitute item

Hello team,

I have a question with working with substitutes, at the time of pasting the parts list with R31410, it does not show the substitute item, when it has an inventory balance of zero.

It only shows when the substitute item has a balance greater than zero in inventory.

I have already reviewed these documents (626109.1), (625503.1).
