FND Message Change doesn't reflect in BPA

Hello All,

I tried to change this message text to a different message through System Administration => Messages and clear all cache and it doesn't look like the change is reflected in BPA.  Should it reflect? 

Will create a default message and assign to BPA.  Curious to find out whether the seeded default message can be used by changing or not..
