ILOM and BIOS not updated during 18.7 -> 18.8 ODA Patch

I've been patching an ODA X6-2L and ODA X7-2M from 18.7 to 18.8 and the ILOM and BIOS didn't get updated during the update-server step.

All steps completed OK and the job shows the ""Copying Flash Bios to Temp location"   step as successful. but after reboot the BIOS and ILOM are not at the correct level.

I had seen the same issue on the X7-2M during the 18.5 to 18.7 update but have never seen this on an X6-2L update before.
