Automate setting up ICONS on the Home Page for multiple end users

Upgrading from 12.1.3 to 12.2.9 and desire to implement the Framework Simplified Home Page for end users.  There are thousands of end users that would require training for them to setup only 1 or 2 ICONS they need to do their job.  The requirement is to automate setting up ICONS for end users.  Is there a script or documentation of the tables that would have to be populated to automate the end user setup?
