Active Data Guard & RAC - Physical standby database issue?

Primary and standby platforms are Exadata running 19c GI and presently running 11.2.0.4 2-node RAC databases.  Active DG Replication is from instance1 of the primary to instance1 of the standby database.

Both standby instances are open read-only.  When the standby replication instance goes down either by stopping it or stopping the cluster on that node, the state of the other instance goes from open read-only to mounted (not open).

Is normal behavior for a RAC physical standby database?
