How To Migrate Hold Defnitions Between Instances?

I have several holds in a test instance that have long lists of responsibilities that can apply/remove the hold.

What is the best way to move this to production? Is there an equivalent of "fndload" for migrating OM hold definitions?

Google and MOS searches have turned up nothing for me. Thanks in advance!
