Personal Form "Mark as required" not working as expected

Hello,

We have made "Reason Code" field mandatory in P4210 application using Personal Form. This works just fine when user creates order manually. However when order is being created automatically by another application (for example credit order created from RMA), this field is blank by default. When editing order created this way, it is still possible to leave this field blank, despite personal form being used.

Is there really no way to make this work every time? It does indeed work on existing order when users tab out on that field, but they have to remember about filling it. Whole point of this UDO is to prevent users from leaving this field blank.
