Is it possible to allow Approver to add attachments to NIR or CO in Oracle Product HUB 12.2.7?

Situation:

User creates NIR and send it to approval.

Approver receive Approval notification (Definition and Approval). Opens NIR and need to add attachments to NIR.

In NIR type Workflow setup, checkbox "Allow Updates" is checked in all stage definitions.
