Taxes line are not paid

Hi,

I am trying to make a manual payment for a voucher (setup for brazil localization) but everytime I try to submit the payment I get the following error

"

Taxes line are not paid

A form level error has occurred.

CAUSE:

The voucher has taxes lines not paid

"

however I am able to submit the payment when not in Brazil localization. There are no taxes in voucher, so is there something else I need to be checking for when using Brazil localization?
