Tune a query which is running more than 10 seconds

Dear Legends/Experts,

Please find below details of the environment.

Database - 11.2.0.4

E-Business Applications - R12.1.3

Customer running a concurrent program and the report is using Oracle Pick Confirm program.

We have analyzed and every 3months once will do Re-Org operations of the Top consumed/fragmented tables.

However it was resolving the issue for 1-2 months.

Database size is 2.2TB.

AWR's are having 60% of CPU's utilized for a SELECT statement

Please suggest us a feasible option to determine and apply the recommended fix.
