Print estimate under tools tab in Depot repair work bench

in Depot Repair - EBS (MOSC) Question

I have 2 questions

1 ) The pint estimate option under tools for Depot Repair work bench is greyed out . How do we ensure it is not greyed out

2) Also the estimate approval required is by default checked, can i by default un check it. I know the profile option for the same is end dated. Is there any alternate
