Weblogic Console Activate Changes hang then timeout in AdminServer.log

Hi,
We recently converted our EBS to leverage TLS. We follow 1367293.1 to implemented TLS. Everything seems fine except, any changes that I perform in admin server (Weblogic console), it spins for a long time when I did "Activate Changes" and eventually it will timeout with following error message in AdminServer.log

Our Weblogic version 10.3.6.0.200414 plus all the required ETCC middle-tier patches. I tried all the steps that I found in MOS but none of them worked.
