Can we use VB Studio to build E1 mobile Apps instead of VBCS

Hi all,

I would  like to know if we can build mobile apps for JDE with the new Visual Builder Studio ?  All JDE docomentation is based on Visual Builder Cloud Service (VBCS) can we just create a VB Studio instance instead? 

Is it possible to do the PO_Approval sample program using the new Visual Builder Studio?
