Recipe Validity Rules - Can the Form Date be changed to default 1st day of the month?

EBS R12.1.3

Business has a requirement to have the 1st day of the current month defaulted into the FROM DATE when creating validity rules for a recipe, rather than today's date.

Navigation:       Product Development -> Formula Management-> Recipe-> Query for any WP% -> Validity Rules

Any new line has todays date immediately default in to the FROM DATE field.

Form Name : GMDRVRSM

We will look at personaization but getting the that to override any form code consistently can be tricky so just wanted to check with you if this issue had come up before and there was a workaround / note etc?
