why change beneficiary life event is getting auto processed?

Change Beneficiary life event is getting auto processed and not remaining open in the start status to allow employees the ability to designate their beneficiaries. Each time Benefits team have to reopen the life event.

I checked enrollment for this event at program level. There it looks good. what could be the possible reason??
