[SCM][9.1] Adding Default Line / Taxes in Requisition

Outside of customization, is there a facility in PeopleSoft Procurement that allows you to configure the programmatic generation of a default Item on a Requisition?

Purchase Orders let you configure a tax provider / rules that can perform an automatic calculation of taxes, which is similar.
