R770601-Fed/Pr Tax Update -batch

Hi

I thought Oracle had fixed the issue with 0 amounts being updated to the new exemption amounts when the R770601 report is ran.  The zero amounts should never get overwritten when this report is ran but it still does.

Does anyone know what the bug fix is or ESU that is supposed to fix this issue?  I would like to install it before the next year end.
