Strategic Sourcing-Award page doesn't allow you to award to Contract Style "Group Single Supplier"

Sourcing>Maintain Event>Award

The group contract styles are not selectable when trying to award an event.  Am I missing a part in configuration?  Or is this working as designed.  See attached.
