Cycle Count Update R41413 Creates PI records with Blank Lot Number fields

We are having a problem with Update Cycle Count R41413 creating new PI records with no lot number for items that are Lot Controlled. We upgraded from 9.1 to 9.2 about 8 months ago. I do not know if this is still happening but according to the users it has always been this way. Users are counting by location, not by item. If they find material in a location that wasn't there, the system allowed them to enter without adding a lot number. The PI record was created without a lot number. I've also seen IT transactions that were accepted
