Project costing viewing responsibility

Hi

Please could you advise me how I can create a new Project costing responsibility on Oracle EBS 12.1.3 for viewing only .Users to use this responsibility only for viewing .

I have tried to create new function with paramtere QUERY_ONLY="YES" but I faced screen shot error
