OS File Backup and Recovery with Enterprise Manager

I would like to perform a file base recovery on a test server from my production server.   While I have done this on LINUX systems (we didn’t use EM), I have had problems in Windows environments, in particular keeping Enterprise Manger in synch with the database.   I’m not an expert with Windows and with EM, but want to use EM in the future.  

We are using Oracle Enterprise Edition RDBMS version 11.2.0.1.0, on a Windows 2016 server.  On the test server I want to restore it to, will only have one database on it.

Here is my first take on coming up with the steps.   Assume I have the production database files already copied.
