Multiple denials required?

We've found that if an Expense Transaction line has two distribs, each with different approvers, then a dual-denial is required. Leaving the potential for the secondary approver to approve the line even though the first has denied it. I understand that the approval process works by Transaction line and not distrib line but is this how it would be expected to work with denials and multiple distribs?
