Upgrade from 11i to R12.2 for Oracle Payables. Does Oracle Payments need to be licensed via License

We are performing the upgrade from 11.5.10.2 to R12.2.9. In 11.5.10.2 Oracle Payables is licensed. After the upgrade Oracle Payables is licensed but to make payments we also need Oracle Payments. However, Oracle Payments is not licensed. Are we ok to license Oracle Payments after the upgrade without additional costs?
