Secure applications built with Wizard forms

We have a custom application that was built using the Wizard forms functionality. It works great, except I cannot find a way to secure the application to view only for some users. I've tried action, push button and image security but nothing works. It still saves the data, unless the user presses the cancel button. Unfortunately, we cannot always rely on the user remembering to click Cancel instead of Next and/or Finish. Is there a way to make Wizard based applications view only via JDE security workbench?
