Medical deductions not getting picked up for Parttime Employees

We have PT employees eligible for medical benefits.They have OE rows in peoplesoft and have elected the benefit but the deductions are not being withheld from their pay checks. Payroll is having to manually enter the deductions every pay period. This is only happening to the PT employees. This needs to be corrected so that the manual work around can be discontinued.
