How to set SSL listener on WebLogic Managed Server to 443 w/o getting Permission Denied

How do I get past the permission denied issue with the following scenario.

Tried to set the ssl listener for a sandbox managed weblogic server to port 443... it failed with permission denied.

I started tailing the log to see what would happen when I swapped the SSL port for a managed server to 443.
