High concurrency and Library cache waits

Dear Team,

We found a wait events of "Library cache lock" in wait class "Concurrency" for one of the sql id

for a period of abount 15-20 minutes. The SQL id looks like Oracle internal and was not found in AWR.

We could only find the text from gv$sqltext. This caused a spike of concurrency in database.

Tried googling it but could not find any helpfull links, Do guide us further on this.

This happened on a 2 node RAC system when all major services are running from 1 node only.
