Oracle 12.2 Depot Repair

We are a third party service repair center where we received customer defective item (Repair Return activity).

How do I enable Service Code to create a WIP job?

For example, the name of the service code is Repair.

We linked this service code with one item and one bill and one routing.

However, when we went into the Technician Portal to create a job, after we selected this service code and clicked on create a job, the system processed but no job was created.

I need to know what went wrong but I didn't get any errors from the system.
