How to Disable -Approved Option for some user

Hi

We are using  R12.1.3

Project Coordinator will create project in system - By Default this status will be ÚNAPPROVED

By Alert - related project manager will receive Email - and he will login to system and change status to 'APPROVED'

But today -co coordinator  herself change to status to -APPROVED.

We need to disable -APPROVED - option for only Coordinator

Can someone help us to  complete this requirement..
