ADOPValidations.java 12.2 adop prepare fails as port in use

We seem to have corrupted our ports. I run adop prepare and it fails as a patch file system port is in use. However, it is in use by the run file system oacore and forms process. How can I get the prepare to run so I can fix the issue. I cannot take down production at this point. It is failing at ADOPValidations.java.
