2-Phase LPN Suggestions when the LPN contains more than the UM conversion calls for.

Here is the scenario.  Item ABC has a UM conversion of 1 BX = 2000 lbs. and the primary UM is Lbs. and Secondary UM is BX.  When production completes a BX it may run over by some amount.  When that happens we end up having the following LPNs in inventory.  In this case all 3 LPNs have the same lot number and lot expiration date.

LPN 123 = 2010 lbs.

LPN 456 = 2000 lbs.

LPN 678 = 2040 lbs.

A customer order is entered for 4000 lbs or 2 BX.  A pick suggestion is created for the 4000 lbs.  When the pick suggestion is created which of the LPNs will be selected.  My assumption is that it will select the following.
