EBS R12.2.9 Home Page has missing ICONS on the External Tier Home Page, who else has had this same i

Upgrading from 12.1.3 to 12.2.9 and encountered an issue with the Home Page on the External Middle Tier.  The Internal Middle Tier does not have this issue.  When adding ICONS to the Home Page on the External Middle Tier, the ICONS appear as x's, no image of an ICON.  Is there anyone else out there that has encountered this same issue?
