Shipment hold

Hi,

We have requirement to complete pick release and hold on the delivery for shipment unless all export documentation is completed. The shipment hold created and placed on the line.

While it is on shipment hold, when user try to scan the shipment gives a warning

Warning: Some deliveries selected for Ship confirm have errors or warnings

The ship confirm option selected will unassign all the lines from delivery <delivery id>

How handle such scenario where export formalties needs to be completed before  final shipment
