Auto Run not working in 12.2.1.4

When opening a BIP report with parameters, I have to hit the apply button to make it run. If the report has no parameters, I have to hit the refresh button. The report properties are set to Auto Run. This may have started when we upgraded back in Feb, I am not sure. 

I found a discussion from back in 2017 that says there was a bug with Auto Run for multi tab reports if parameters were in the vertical area. I searched on the bug # in the discussion and nothing came up. The reports I am having an issue with are not multi-tab.
