Oracle Stored Procedure -error

Good Morning,

I am brand new at Stored SQL and any help would be appreciated. We are on Oracle version 19c. 

I am getting the following error and the DBA and I have tried many things to no avail. ---- Thank you, Cynthia

         following:

         <an identifier> <a double-quoted delimited-identifier>

         current delete exists prior

This is the procedure I'm trying to create for the first time.
