After server restart second siebel server says NOT AVAILABLE or HAND SHAKE FAILED

We  have two siebel server

one along with gateway and Gatway apache container

and another separate siebel server

and SIA containers sepearate servers

when we do restart..

second server comes with state as NOT AVAILABLE or HANDSHAKE FAILED

can you please let me know

what could be the issue..
