I am installing 19c Grid on AIX and getting error: INS-20802 creating oracle grid infrastructure management repository failed

Details:

Starting 'Creating Oracle Grid Infrastructure Management Repository'

[FATAL] [DBT-50000] Unable to check for available memory.

Creating Oracle Grid Infrastructure Management Repository failed.

Any suggestion how can I proceed?
